POV design notes

pov· Read this when: you are changing one of the POV subsystems whose shape is not obvious from its code.
The same kind of page as design/, for three POV-specific
subsystems. They live here rather than in docs/design/ so that everything a POV touches
is in one place — and, like the rest of design/, they are kept off the /docs index in
the app, because an operator following an instruction should land on a guide.
